GitHub Copilot's cloud agent is the best value for teams that run their work through GitHub. GitHub's documentation describes Copilot in the cloud as one session where you can ask about a repository, have Copilot plan and make changes, request its review on the pull request and set automations such as a weekly check for missing tests. Work runs in a cloud sandbox, a GitHub Actions runner or a remote custom environment, and sandbox sessions can span several repositories in an organization and continue in the Copilot app, VS Code or the CLI. Pro costs $10 per user per month and includes the cloud agent, code review and access to the Claude Code and Codex agents. The limits are credits and scope. Agent mode, code review and cloud sessions all draw on GitHub AI credits, $15 a month on Pro and $70 on Pro+ at $39, and the experience assumes GitHub hosting. Since October 28, 2026 the new cloud experience is reserved for paid plans.

  • Strength: Lowest verified price on this list for a cloud agent, at $10 per user per month on Pro
  • Strength: Works inside the issue and pull request flow teams already use
  • Strength: Pro also gives access to third-party agents, Claude Code and Codex
  • Weakness: The new cloud experience requires a paid plan; Free users keep the older Copilot Chat
  • Weakness: Agent sessions consume GitHub AI credits, $15 a month on Pro
