Craigslist is on this list for one reason: cost. A job post in the US costs a flat $10 to $75 depending on the area, and short gigs cost $3 to $10, with no bidding, daily budget or subscription involved. For a local business filling a delivery driver, cleaner or warehouse role in one city, a cheap flat-fee ad in the local jobs section is often enough. High-volume posters can open a paid posting account for extra payment options. That is close to the whole feature set, which is why Craigslist scores lowest on features. There are no screening questions, no candidate matching, no applicant dashboard and no distribution to other job sites, so applications arrive by email and you sort them yourself. Fees also vary by city, so the price in a large metro can be several times the price in a small town. Treat it as a cheap local supplement to Indeed, not a replacement.
