10 Best Payroll Software for Small Business of 2026
By the TopToolAdvisor research desk · Updated November 6, 2026 · Next review December 21, 2026 · 10 products scored
Our pick in brief
Gusto is the best fit for most small teams because its $49 entry plan already pays employees and US contractors, files taxes and runs payroll on autopilot. OnPay matches that price with a single plan, free migration and pay-as-you-go workers' comp, and is the better value if you want fewer tiers. Square Payroll is the easiest choice for Square POS shops with tipped hourly staff. QuickBooks Payroll suits QuickBooks Online users, Justworks offers a route to PEO benefits, and SurePayroll is the cheapest full-service plan. RUN Powered by ADP and Paychex Flex have the deepest compliance support but quote prices only, Roll by ADP is a mobile-first single plan, and Wave Payroll is an add-on for Wave accounting users.
Quick answer
Gusto is the best payroll software for small businesses paying a handful of employees and contractors in 2026, from $49 a month plus $6 per person. OnPay suits owners who want one plan with free data migration, at $49 plus $6 per worker. SurePayroll is the cheapest full-service option at $29 a month plus $7 per employee, and Square Payroll pays contractors only for $6 per person.
This list is for small employers who pay a few W-2 employees and some 1099 contractors and want taxes filed for them. We compared documented features and published prices for 10 payroll services and scored each on features, ease of use and value. Prices are the cheapest full-service plan in US dollars as shown on the vendor's own page on the date we checked. Most small business payroll is priced as a monthly base fee plus a fee per person paid, so we show both. Three vendors either publish no prices or block requests from our location, and are marked as pending.

Price
Simple $49 a month plus $6 per person; Plus $80 plus $12 per person; Premium $180 plus $22 per person
Quoted from the Gusto pricing page on November 6, 2026:
Run basic payroll in one state. $49/mo + $6/mo per person
Gusto ranks first because its entry plan already covers what a small employer with a mixed team needs. Simple, at $49 a month plus $6 per person, includes unlimited payroll runs, direct deposit or printed checks, federal and state tax filings and payments, payroll approvals, Payroll on AutoPilot and domestic contractor payments with expense reimbursements. A team of three employees and two contractors pays about $79 a month. Employees get the Gusto app for pay stubs, and owners get an employer app. The main limit is that Simple runs payroll in one state, so a remote hire elsewhere pushes you to Plus at $80 plus $12 per person, which adds multi-state payroll, time tracking, scheduling and unlimited next-day pay. Same-day and instant pay sit on Premium. Benefits, 401(k), workers' comp and state tax registration are available inside the same account, which keeps a growing company from switching systems.
Strengths
- +Prices for all three plans are published, with no contracts and free account setup
- +Employees and contractors are paid from the same account on the entry plan
- +Health, 401(k) and workers' comp options connect to payroll
Drawbacks
- −Simple covers payroll in one state only
- −Next-day pay costs extra on Simple; same-day and instant pay need Premium
- −Each person paid adds $6 to $22 a month depending on the plan
- Plans
- Simple $49 + $6, Plus $80 + $12, Premium $180 + $22 per person per month
- Contract
- No contracts, free account setup, cancel anytime
- Global contractors

Price
From $49 a month plus $6 per worker; HR, time tracking and benefits are optional
Quoted from the OnPay pricing page on November 6, 2026:
OnPay starts at $49 plus $6/worker per month for payroll and hiring essentials.
OnPay is the closest rival to Gusto and the better value for many small teams because its single plan covers the payroll basics without tiers to decode. At $49 a month plus $6 per worker, it includes federal, state and local tax filings and payments, direct deposit, checks or debit cards, multiple pay schedules and custom pay rates, plus automated W-2 and 1099 processing. Setup and migration of employee data are free, which matters if you are leaving another provider mid-year. OnPay also offers pay-as-you-go workers' comp that syncs with payroll, so you avoid a lump-sum premium and an audit at renewal. Onboarding workflows, employee self-service and customizable reports round out the product. The tradeoff is that time tracking and the broader HR toolset cost extra, and the pricing page does not advertise same-day pay. For a small business with steady staff and a few contractors, it covers payroll well for the money.
Strengths
- +Free setup and migration of employee data
- +Phone, email and chat support from inside the account
- +Onboarding workflows, self-service accounts and reports in the same product
Drawbacks
- −Time tracking and HR tools are priced as extras
- −Base fee applies even for a one-person payroll
- −Same-day pay options are not listed on the pricing page
- Starting price
- $49 a month plus $6 per worker
- Setup
- Free setup and migration of employee data
- Payment methods
- Direct deposit, check or debit card
- Security
- AES-256 encryption, daily backups, multi-factor authentication

Full-service $35 a month plus $6 per person paid; contractor-only $6 per person paid
Quoted from the Square Payroll pricing page on November 6, 2026:
For full-service payroll, the cost is $35 per month, plus $6 per person paid per month.
Square Payroll is the natural choice when your staff already clock in on Square POS. Hours and direct tips flow from the POS or the Square Team App into payroll, where overtime is calculated and labor costs are reported alongside wages and tips. Full-service payroll costs $35 a month plus $6 per person paid and includes unlimited pay runs, auto payroll, off-cycle payments, multistate payroll, next-day direct deposit, and automated federal and state tax filings. Staff can choose to be paid into a bank account or Cash App. For businesses that only pay contractors, a separate plan charges $6 per person paid with no base fee, though it drops tax filings and auto payroll. Square also lets seasonal businesses go inactive without paying. Outside the Square ecosystem the advantages shrink: scheduling is basic and HR tools are thin compared with Gusto or OnPay, so it fits counter-service businesses better than offices.
Strengths
- +Lowest base fee among the full-service plans here
- +Contractor-only option suits businesses with no W-2 staff
- +Free seasonal inactivity for businesses that pause
Drawbacks
- −Most useful if you already run Square POS
- −Scheduling only looks up to 10 days out
- −Contractor-only plan has no auto payroll or off-cycle payments
- Plans
- Full-service $35 + $6 per person; contractor-only $6 per person
- Contract
- No commitment, no long-term contracts
- Paper W-2/1099 mailing
- $3 per mailed form per year
- Multistate payroll
- Included on full-service

Payroll plan $50 a month base fee plus $8 per employee; US contractors $8 each per month paid; PEO plans from $79 per employee
Quoted from the Justworks pricing page on November 6, 2026:
$8 /month/employee + $50/month base fee
Justworks is best known as a PEO, but its standalone Payroll plan is a solid option for small employers. It costs a $50 monthly base fee plus $8 per employee and includes multi-state payroll, contractor payments, off-cycle payments, tips processing, multiple pay rates, custom payroll periods, employer tax filings and W-2 and 1099 filings. HR basics such as online onboarding, PTO management, basic timecards, a document center and an employee mobile app are part of the plan. US contractors are billed at $8 each per month paid, and international contractors at $39 each, so a contractor-heavy team pays more here than with Gusto. The appeal is the upgrade path: when you want group health insurance, 401(k) and 24/7 support, PEO Basic at $79 and PEO Plus at $124 per employee run on the same platform. A team of four employees and one US contractor pays about $90 a month on the Payroll plan.
Strengths
- +Multi-state payroll included on the entry plan
- +Upgrade to PEO Basic or Plus for benefits without switching vendors
- +Optional time tracking at $8 per employee
Drawbacks
- −US contractors cost $8 each per month paid
- −24/7 support and HR consulting are PEO plan features
- −Health insurance access on the Payroll plan is an extra $8 per eligible employee
- Payroll plan
- $50 a month base fee plus $8 per employee
- US contractors
- $8 a month per paid contractor
- International contractors
- $39 a month per paid contractor, over 60 countries
- PEO plans
- Basic $79, Plus $124 per employee per month

QuickBooks Payroll is the obvious pick for owners whose accounting already lives in QuickBooks Online, because pay runs land in the books without an extra sync. Intuit sells three payroll-only plans, Workforce Payroll, Workforce Premium and Workforce Elite, and also bundles them with QuickBooks Online plans. Every tier includes full-service payroll with federal and state tax filing and payment, auto payroll, an employee portal and unlimited 1099-MISC and 1099-NEC e-filing, with copies sent to contractors automatically. The entry plan pays employees the next business day if you run payroll by 5 PM, and Premium moves that to same-day deposits along with time tracking, scheduling, onboarding and time off management. Elite adds tax penalty protection up to $25,000 a year and a personal HR advisor. The entry list price we saw was $50 a month plus $7 per employee before a 50 percent promotion, but the pricing page blocks requests from our location, so we mark it as pending.
Strengths
- +Payroll posts to QuickBooks Online without a separate integration
- +Auto payroll, employee portal and 1099 e-filing on every plan
- +No annual contract
Drawbacks
- −List prices are higher than Gusto and OnPay once promotional discounts end
- −Time tracking requires Premium or Elite
- −Prices could not be confirmed from our location, so check the current rate
- Plans
- Workforce Payroll, Workforce Premium, Workforce Elite
- List price, entry plan
- $50 a month plus $7 per employee before promotions

Price
Full Service from $29 a month plus $7 per employee; No Tax Filing from $20 plus $4 per employee; year-end forms billed separately
Quoted from the SurePayroll pricing page on November 6, 2026:
$29 /mo plus $7 per employee
SurePayroll, owned by Paychex, keeps the monthly bill low for very small employers. Full Service starts at $29 a month plus $7 per employee, although the pricing page we checked also showed a $39 base in another offer block, so confirm the rate at signup. It includes federal and state tax filing and deposits, unlimited payroll runs, free 2-day direct deposit, scheduled automatic payroll, multiple pay rates and bonuses, new hire reporting and a mobile app. It pays both W-2 employees and 1099 contractors. Owners comfortable filing taxes themselves can drop to the No Tax Filing plan from $20 plus $4 per employee. Watch the extras: year-end W-2 and 1099-NEC forms are billed once a year at a $50 base fee plus $5 per form, multi-state payroll adds $9.99 a month and local tax areas carry a separate fee. For a two-person business in one state, it remains one of the cheapest full-service options.
Strengths
- +Low base fee and a No Tax Filing plan for owners who file themselves
- +Live phone and chat support with free onboarding help
- +Billed monthly with no long-term contract
Drawbacks
- −W-2 and 1099-NEC forms cost a $50 base fee plus $5 per form each year
- −Multi-state payroll adds $9.99 a month
- −Direct deposit is 2-day rather than next-day by default
- Full Service

Price
$59 a month plus $7 per employee; three months free offer, terms apply
Quoted from the Roll by ADP pricing page on November 6, 2026:
$59/mo. + $7 per employee
Roll is ADP's app-first payroll product for owners who would rather type a message than fill in a form. It has one plan at $59 a month plus $7 per employee, and that plan includes unlimited payroll, tax calculation and payment, W-2 and 1099 workers, payroll in all 50 states with multi-state staff, worker hour tracking, tipped wage support and same-day or next-day direct deposit. Real-time, AI-driven error checks review each run, and employees use the same app for pay stubs, tax statements and payday alerts. A QuickBooks Online integration sends payroll to your books. ADP was advertising three months free when we checked. The base fee is the highest among the published prices on this list, so Roll costs more than Gusto Simple or OnPay for a small team in one state. It earns its place when you have staff in several states or want ADP's tax handling without a sales call.
Strengths
- +One plan with every feature, no tiers
- +Multi-state payroll included at no extra charge
- +Unlimited live chat support and 24/7 help
Drawbacks
- −Highest base fee among the published prices here
- −HR features are limited to GenAI chat assistance
- −Built for mobile, with desktop access as a secondary option

We could not confirm a US price yet. Check the RUN Powered by ADP pricing page.
RUN is ADP's main small business platform and, by ADP's count, is used by over 900,000 small businesses. It handles federal, state and local tax deductions and filings, creates and e-files W-2 and 1099 forms, and can put recurring payroll on autopilot through RUN & DONE. ADP Assist flags common payroll mistakes before you submit, and the mobile app lets owners run payroll away from a desk. Contractor payments sit alongside bill pay and invoicing in the same platform. The four packages climb from Essential Payroll to Enhanced Payroll, which adds ZipRecruiter and State Unemployment Insurance services, then Complete Payroll & HR+ with basic HR support and HR Pro with deeper HR help. The drawback for a small business is pricing: ADP shows no prices and asks you to request a quote, so you cannot compare it with Gusto or OnPay without a sales conversation. ADP was advertising up to six months of free payroll when we checked.
Strengths
- +Four packages from Essential Payroll to HR Pro
- +Bill pay, invoicing and contractor payments in one platform
- +ADP advertises up to 6 months free payroll, terms apply
Drawbacks
- −No published prices; every package needs a quote
- −HR support starts on the third package
- −Package comparisons take longer than with flat-rate rivals
- Packages
- Essential Payroll, Enhanced Payroll, Complete Payroll & HR+, HR Pro Payroll & HR
- Customers

We could not confirm a US price yet. Check the Paychex Flex pricing page.
Paychex Flex is a full payroll and HR platform that starts with Paychex Basic for essential payroll and HR needs and climbs through Foundations and Advanced to Complete, which adds workforce and talent management. On every tier, Paychex calculates, withholds and files federal, state and local taxes and produces W-2s and 1099s. Payroll can be run in as few as two clicks, and AI automations flag missing time punches, verify employee data and handle timesheet entries before payday. Employees get a 24/7 portal with pay stubs, W-2s and chat support, plus discounts and financial wellness tools. The strength for a growing company is that benefits, time tracking and HR services can be added later without moving data. For a business paying a handful of people, though, the four-package structure and quote-only pricing make it harder to judge cost than flat-rate tools such as OnPay or Square Payroll. SurePayroll, also owned by Paychex, is the simpler choice at that size.
Strengths
- +Four packages from Basic to Complete on one platform
- +Paychex HR business partners answer compliance questions
- +Phone, chat and email support plus a help center
Drawbacks
- −No published prices; you must request a quote
- −Time tracking is an add-on
- −More options than a team of three or four usually needs
- Packages
- Basic, Foundations, Advanced, Complete
- Tax filing
- Federal, state and local
- Year-end forms
- W-2s and 1099s
- Support

$40 a month plus $6 per active employee and $6 per contractor paid; 30-day free trial
Quoted from the Wave Payroll pricing page on November 6, 2026:
Monthly fee $40 USD base fee + $6 per active employee + $6 per independent contractor paid
Wave Payroll makes sense mainly for businesses already keeping their books in Wave. Each pay run records wage and tax entries in the accounting software, so you get payroll expense reports by employee and expense type without a separate sync. The price is $40 a month plus $6 per active employee and $6 per independent contractor paid, with a 30-day free trial. Wave's tax service now covers all 50 US states and pays and files state and federal payroll taxes automatically, though it excludes 1099 filings, so you still file contractor forms yourself after Wave generates them. Employees get a portal for pay stubs, W-2s and vacation leave, and direct deposits are unlimited and free. Compared with Gusto or OnPay, the feature list is short: there is no benefits marketplace, scheduling or advanced HR. A team of two employees and two contractors pays about $64 a month, which is fair for Wave users and less compelling for anyone else.
Strengths
- +Payroll and bookkeeping stay in one Wave account
- +30-day free trial
- +Contractors and employees priced the same at $6 each
Drawbacks
- −Tax service excludes 1099 filings
- −Fewer payroll features than dedicated payroll services
- −Contractors add $6 each, unlike plans that bundle them
- Price
- $40 a month plus $6 per active employee and $6 per contractor paid
- Free trial
- 30 days
- Tax service
- All 50 US states, excluding 1099 filings
- Also available
- Canada, except Quebec
What to check before you buy
Work out your real monthly cost
Nearly every service here charges a base fee plus a fee per person paid. Multiply the per-person fee by your employees and the contractors you pay in a typical month, then add the base. Three employees and two contractors cost about $79 a month on Gusto Simple and OnPay, and about $65 on Square Payroll.
Check how contractors are billed
Some plans treat contractors like employees, while others charge them separately. Wave and Square charge $6 per contractor paid, Justworks charges $8 per US contractor, and Square sells a contractor-only plan with no base fee. If most of your workers are 1099 contractors, this line matters more than the base fee.
Confirm who files 1099s
Full-service payroll files payroll taxes, but 1099 handling varies. QuickBooks Payroll e-files unlimited 1099-NEC forms and RUN Powered by ADP e-files W-2s and 1099s, while Wave's tax service excludes 1099 filings and SurePayroll bills year-end forms at a $50 base fee plus $5 per form.
Plan for a hire in a second state
A single remote hire can change your plan. Gusto Simple covers one state, SurePayroll adds $9.99 a month for multi-state payroll, and Justworks, Roll and Square's full-service plan include it. Pick a plan you will not outgrow the first time someone moves.
Match deposit speed to your cash flow
If you want to hold cash until the day before payday, look for next-day or same-day deposit. Square and QuickBooks' entry plan include next-day deposit, Roll offers same-day and next-day, QuickBooks Premium and Gusto Premium offer same-day, and SurePayroll's default is 2-day.
Common questions
- How much does payroll software cost for a small business?
- Published full-service prices on this list start at $29 a month plus $7 per employee at SurePayroll, $35 plus $6 at Square Payroll, $40 plus $6 at Wave and $49 plus $6 at Gusto and OnPay. Justworks charges $50 plus $8 per employee and Roll $59 plus $7. ADP RUN and Paychex Flex quote prices on request.
- What is the best payroll software for paying contractors and employees together?
- Gusto pays domestic contractors on its $49 Simple plan alongside employees, and OnPay generates 1099s for contractors on its single plan. QuickBooks Payroll e-files unlimited 1099-NEC forms on every plan. If you pay only contractors, Square's contractor-only plan costs $6 per person paid with no base fee.
- What is the cheapest payroll service that files taxes for you?
- SurePayroll's Full Service plan, from $29 a month plus $7 per employee, was the lowest published full-service price we found, though year-end forms add a $50 base fee plus $5 per form. Square Payroll at $35 plus $6 per person is next and includes multistate payroll.
- Do I need payroll software for two or three employees?
- You can run payroll by hand, but you then calculate withholdings, deposit taxes and file quarterly and year-end forms yourself. Full-service payroll does those steps for you, and on this list costs roughly $43 to $80 a month for two or three employees.
- How did we rank these payroll services?
- We compared documented features and published prices on each vendor's own site and scored features, ease of use and value from 0 to 10. The overall score weights features and ease of use at 35 percent each and value at 30 percent.
