10 Best Benefits Administration Software of 2026
By the TopToolAdvisor research desk · Updated November 7, 2026 · Next review December 22, 2026 · 10 products scored
Our pick in brief
Rippling is the strongest pick for most HR teams because benefits enrollment, payroll deductions, flex accounts, COBRA and ACA reporting run on the same employee record, and it works with Rippling PEO, its in-house brokerage or your own broker. Employee Navigator is the broker's choice, built to run a whole book of business with carrier, payroll and 834 EDI connections. Gusto is the easiest route for small employers who want health plans with no administration fee on top of payroll, and BerniePortal is a low-cost dedicated system that includes COBRA. Paylocity fits mid-sized companies already on its payroll. PlanSource, Businessolver and Benefitfocus are enterprise platforms with service centers, billing and compliance teams. Justworks and OnPay suit small teams that want benefits bundled with payroll.
Quick answer
Rippling is the best benefits administration software for HR teams that want enrollment, payroll deductions, COBRA and ACA in one system in 2026, from $8 per employee per month plus a base fee. Employee Navigator suits insurance brokers running open enrollment across a book of clients. BerniePortal is the cheapest published dedicated option at $25 a month plus $5 per employee.
This list is for HR teams that run open enrollment for their own staff and for insurance brokers who set up and manage benefits for client employers. We compared documented features and published prices for 10 benefits administration products and scored each on features, ease of use and value. Prices are the cheapest paid plan in US dollars as shown on the vendor's own page on the date we checked. Five vendors sell through demos and custom quotes only, so their prices are marked as pending. Enterprise platforms such as PlanSource, Businessolver and Benefitfocus bundle software with service teams, which matters more than the license fee for large employers.

Price
From $8 per employee per month plus a monthly base fee; custom quote by product mix
Quoted from the Rippling pricing page on November 7, 2026:
Rippling plans start at $8 per employee per month, with a monthly base fee.
Rippling ranks first because its benefits module shares the same employee record as payroll and HR, which removes the double entry that causes most deduction errors. New hires are prompted to enroll automatically, deductions update in payroll, and HR can track open enrollment against deadlines with automated reminders. Rippling AI reviews proof of relationship documents for dependent eligibility and flags anything that looks wrong, and it can match carrier EOI decisions to employees in bulk. HSA, FSA and commuter accounts, COBRA notices with premium collection, and ACA tracking and filings are built in. Employers can set custom contribution schemes and waiting periods and manage benefits across several EINs. It also fits any broker setup: Rippling PEO, its in-house brokerage or an outside broker. Pricing starts at $8 per employee per month plus a base fee, but the final figure needs a quote, and the value is strongest when you also run payroll on Rippling.
Strengths
- +Works with Rippling PEO, Rippling's in-house brokerage or a third-party broker
- +Custom contribution schemes, waiting periods and benefits across multiple EINs
- +Benefits, payroll and HR data stay in one system
Drawbacks
- −Final price needs a custom quote and depends on the products you add
- −A monthly base fee applies on top of the per-employee price
- −Value depends on also using Rippling for HR and payroll
- Starting price
- $8 per employee per month plus a monthly base fee
- Broker options
- Rippling PEO, in-house brokerage or your own broker
- Compliance
- COBRA administration and ACA tracking, reporting and filings
- Flex accounts

Starter Edition $25 a month base fee plus $5 per employee; HR upgrades quoted per user
Quoted from the BerniePortal pricing page on November 7, 2026:
$5/employee/mo + $25 base fee
BerniePortal is a dedicated benefits system with a price you can see before a demo. Every account starts on the Starter Edition at $25 a month plus $5 per employee, which covers recruiting, onboarding, benefits, compliance and COBRA administration, so a 30-person employer pays about $175 a month. Including COBRA is unusual at this price, since many vendors bill it separately. BernieBill lines up eligible carrier invoices with enrollments so you pay one bill that reflects who is actually covered, which addresses the overpayment problem many small employers have after terminations. Employers can buy directly without a broker, and the vendor says brokers who partner with it can offer custom Starter Edition pricing. The trade-off is that PTO, time tracking, performance and payroll are paid upgrades priced per user through a quote, so a full HR suite costs more than the headline figure.
Strengths
- +Published starting price for direct buyers
- +COBRA administration included in the Starter Edition
- +Brokers can offer custom Starter Edition pricing to their clients
Drawbacks
- −HR upgrades such as payroll and PTO need a quote
- −Payroll is an upgrade, so most buyers still need a payroll integration
- −The base fee applies even to very small groups
- Starter Edition
- $5 per employee per month + $25 base fee
- Included
- Recruiting, onboarding, benefits, compliance, COBRA administration
- Broker required
- No, employers can buy directly
- Carrier billing
- BernieBill lines up eligible carrier invoices with enrollments

Simple payroll from $49 a month plus $6 per person; no Gusto administration fee for health plans bought through Gusto; broker integration $6 per eligible employee
Quoted from the Gusto pricing page on November 7, 2026:
Run basic payroll in one state. $49/mo + $6/mo per person
Gusto suits small employers that want benefits without a separate system. Its payroll plans start at $49 a month plus $6 per person, and benefits are offered on the same account: Gusto helps you compare medical, dental and vision plans, and when you buy through Gusto you pay only premiums with no Gusto administration fee. If you keep an existing broker, Gusto can integrate those outside plans with payroll for $6 per eligible employee per month. A 401(k) is built into payroll, life and disability coverage can be offered at no cost to the employer, and HSA, FSA, dependent care FSA and commuter accounts share one $200 annual service charge plus small participant fees, such as $2.50 a month for an HSA. The limits show at larger sizes: there are fewer tools for complex eligibility classes or multi-carrier EDI work than on dedicated platforms.
Strengths
- +Health plans bought through Gusto carry no extra administration fee
- +Benefits deductions sit next to payroll on every plan
- +Published prices for payroll, flex accounts and add-ons
Drawbacks
- −Broker integration for outside plans costs $6 per eligible employee per month
- −Flex accounts carry a $200 annual service charge plus participant fees
- −Built for small teams, with limited tools for complex enrollment rules
- Health insurance administration
- No Gusto administration fees, pay only premiums
- Broker integration
- $6 per eligible employee per month
- Tax-advantaged accounts
- $200 annual service charge; HSA $2.50, FSA $4 per participant per month

Paylocity is a payroll-first HCM suite, and its benefits module is aimed at employers who want enrollment inside the system employees already use for pay stubs and time off. Employees can enroll, view and update elections through self-service, and AI-powered guidance helps with plan selection and fills in data during enrollment. HR gets analytics on open enrollment status, notifications to employees around key dates, ACA compliance tracking and electronic file feeds to carriers. Flexible benefits and a retirement product powered by Vestwell sit in the same platform, along with expert benefit support assistance. The case for Paylocity is strongest for mid-sized companies already on its payroll, since deductions and eligibility come from one record. It does not publish prices: you request pricing through a demo, and the module is not designed for brokers running many separate client employers.
Strengths
- +Benefits sit in the same app employees use for pay and time off
- +Retirement powered by Vestwell is built into the platform
- +Expert benefit support assistance and benefit FAQ support groups
Drawbacks
- −Pricing is available only through a demo
- −Best value only if you also run Paylocity payroll
- −Less suited to brokers managing many employers

We could not confirm a US price yet. Check the PlanSource pricing page.
PlanSource sells benefits administration as a platform plus a set of outsourced services, which suits employers that want one accountable partner rather than several vendors. The HR side is a configurable platform that brings plans, vendors and employee populations into one view, while employees get a personalized site with bundled decision support and claims-aware next steps. The extended services list is long: ACA administration, advocacy services, carrier billing and payment, COBRA administration, HSA, FSA, HRA and LSA account administration, custom communications, an employee service center, QMCSO administration, total rewards statements and eligibility and dependent verification. That range makes PlanSource a good fit for large employers with complex populations and limited benefits staff. It also works with reseller partners. The trade-offs are no published pricing, and a model built around service teams that small employers will not need.
Strengths
- +Extended services cover most outsourced benefits work
- +Employee service center for enrollment help and questions
- +Sold through reseller partners as well as direct
Drawbacks
- −No published prices
- −Service-heavy model is more than a small employer needs

Businessolver aims at large employers that want benefits administration, employee support and communications from one vendor. Its platform, powered by an AI layer called Sofia, combines benefits technology for enrollment and year-round use, consumer accounts technology for planning and spending, compliance technology, member services staffed by benefits experts, a communications and insights agency, and reporting and analytics. The pitch is that HR spots problems earlier and employees get guidance outside the enrollment window, not just during it. The vendor says Sofia was named AI-Powered Enterprise Solution of the Year at the 2026 Tech Ascension Awards. For a large employer with a small benefits team, the member services and communications pieces can replace separate vendors. For anyone else the model is too heavy: there are no published prices, buying runs through a demo, and the product is scoped module by module.
Strengths
- +Combines software, member services and employee communications
- +Sofia AI ties together benefits data and support interactions
- +Reporting and analytics across benefits programs
Drawbacks
- −No published prices, sold through demos
- −Built for enterprise employers rather than small groups

Benefitfocus, now a Voya Financial business, positions its platform as year-round benefits management rather than enrollment alone. Modules cover benefits administration, billing designed to help prevent premium leakage, compliance, data analytics, employee engagement through the Benefitplace app, voluntary benefits and decision support that now includes AI chatbot functionality. Its claims-based insights are aimed at self-funded employers that want to see what drives medical spend. The vendor reports that medical and prescription spend for 68 of its self-funded clients rose 2.4% from 2024 to 2025, a vendor figure rather than an independent study. It also sells through brokers and consultants. Buyers should note two things: there is no published pricing, and the decision support tool is offered by SAVVI, in which Voya holds an ownership interest, a conflict the vendor discloses on its own site.
Strengths
- +Billing, compliance and analytics sit next to enrollment
- +Claims-based insights aimed at self-funded employers
- +Also sold through brokers and consultants

- −No published prices
- −Enterprise focus with more setup than small teams need

Payroll $50 a month base fee plus $8 per employee; health insurance add-on $8 per benefits-eligible employee; PEO Basic $79 and PEO Plus $124 per employee per month
Quoted from the Justworks pricing page on November 7, 2026:
$8 /month/employee + $50/month base fee
Justworks offers two routes to benefits for small companies. On the Payroll plan, at $50 a month plus $8 per employee, the Payroll + Health Insurance add-on costs $8 per benefits-eligible employee and gives access to medical, dental and vision insurance plus COBRA admin. The PEO route bundles more: PEO Basic at $79 per employee covers payroll, compliance, HR consulting and 401(k), while PEO Plus at $124 per employee adds medical, dental and vision administration, HSA and FSA accounts, and mental health and fertility benefits, with no base fee on either PEO plan. Employers that prefer a defined contribution can use health insurance reimbursements (CHOICE) through partner Thatch for $25 per enrolled employee. Every price is published, which is rare in this category. The trade-offs are the per-employee cost of PEO Plus and less flexibility for companies that want to keep their own broker and plans.
Strengths
- +Published per-employee prices for every plan
- +PEO plans have no base fee
- +Benefits, payroll and compliance handled by one provider
Drawbacks
- −Medical, dental and vision administration inside the PEO requires PEO Plus at $124 per employee
- −The health insurance add-on adds $8 per benefits-eligible employee to the Payroll plan
- −CHOICE reimbursements cost $25 per enrolled employee per month

Payroll from $49 a month plus $6 per employee; benefits plans quoted through OnPay's licensed agents
Quoted from the OnPay pricing page on November 7, 2026:
With OnPay, you get all the essentials starting at just $49, plus $6/employee per month.
OnPay is a payroll service first, but it is a sensible benefits option for small employers offering coverage for the first time. Its in-house team of licensed agents helps narrow down plan choices and handles the paperwork, and health insurance, 401(k) plans and workers' comp then sync with payroll so deductions stay correct. Payroll starts at $49 a month plus $6 per employee and includes federal, state and local tax filings, with free setup and migration of employee data. Employees get self-service access, and HR tools and custom reporting are available. The limits are clear: OnPay does not offer the enrollment rules, carrier EDI feeds or broker tools of the dedicated platforms on this list, and insurance is placed through OnPay Insurance Agency, so it fits best when you do not already have a broker.
Strengths
- +Licensed agents guide plan selection for first-time buyers
- +Published payroll price with all tax filings included
- +Benefits deductions sync with payroll
Drawbacks
- −Benefits tools are lighter than dedicated platforms
- −Not built for brokers or complex eligibility rules
- −Insurance is offered through OnPay's own agency, which limits outside broker setups
- Payroll price

What to check before you buy
Decide who runs enrollment: HR or the broker
Broker platforms such as Employee Navigator are built for an agency managing many client employers, with plan libraries, carrier connections and agency branding. Employer platforms such as Rippling, Paylocity and Gusto assume your HR team owns the setup. If your broker already uses a system, ask whether they can give you access before buying your own.
Check how enrollments reach the carriers
The work after open enrollment is sending elections to carriers. Look for direct carrier integrations or 834 EDI feeds. Employee Navigator charges $0.45 per employee per month for 834 EDI feeds on its Enhanced Plus and Elite plans and nothing on Platinum, so the real cost depends on how many carriers you connect.
Make sure deductions sync with payroll
Mismatched payroll deductions are the most common benefits error. Payroll suites such as Rippling, Gusto, Paylocity, Justworks and OnPay update deductions from the same record. Standalone tools need a payroll integration: Employee Navigator lists 83 payroll partners.
Price COBRA, ACA and flex accounts separately
Base prices rarely include everything. Gusto charges a $200 annual service charge for HSA, FSA, dependent care FSA and commuter accounts, plus monthly fees per participant. BerniePortal's Starter Edition includes COBRA administration. Ask each vendor for a written quote that lists ACA filing, COBRA and account fees.
Match service levels to your headcount
A 20-person company can run enrollment in self-serve software. Employers with thousands of employees usually need a call center for employee questions, dependent verification and carrier billing reconciliation, which PlanSource, Businessolver and Benefitfocus sell as part of their platforms.
Common questions
- How much does benefits administration software cost?
- Published prices on this list start at $25 a month plus $5 per employee for BerniePortal's Starter Edition and $8 per employee per month plus a base fee at Rippling. Gusto and OnPay start at $49 a month plus $6 per person for payroll with benefits on the same account, and Justworks PEO Plus costs $124 per employee. Employee Navigator, Paylocity, PlanSource, Businessolver and Benefitfocus quote prices on request.
- What is the best benefits administration software for insurance brokers?
- Employee Navigator is built for brokers managing many client employers, with carrier, payroll and TPA integrations, 834 EDI feeds and ACA reporting. BerniePortal lets partner brokers offer custom Starter Edition pricing, and Benefitfocus and PlanSource also sell through brokers, consultants and resellers for larger clients.
- Do I need separate benefits software if my payroll provider offers benefits?
- Not always. Rippling, Gusto, Paylocity, Justworks and OnPay keep benefits deductions in the same system as payroll, which is enough for many small and mid-sized employers. A dedicated platform makes more sense when a broker runs enrollment, when you send 834 EDI files to several carriers, or when you need outsourced COBRA, billing and an employee service center.
- Which benefits administration tools include COBRA administration?
- BerniePortal includes COBRA administration in its Starter Edition. Rippling sends COBRA enrollment invitations and notices and collects premiums, PlanSource offers COBRA administration as an extended service, and Justworks includes COBRA admin in its $8 per benefits-eligible employee health insurance add-on.
- What should I check before open enrollment?
- Confirm that plan rates and contribution rules are loaded, that carrier feeds or EDI files are tested, and that payroll deductions will update from elections. Tools such as Rippling and Paylocity show enrollment status against the deadline and send reminders, so HR can follow up with employees who have not yet enrolled.
