9 Best VoIP Phone Services of 2026
By the TopToolAdvisor research desk · Updated November 5, 2026 · Next review December 20, 2026 · 9 products scored
Our pick in brief
RingCentral RingEX is the safest choice for most businesses leaving desk phones, because its $20 Core plan already covers unlimited domestic calling, call recording, toll-free minutes, texting and video meetings, and the Advanced and Ultra tiers add multi-site support, CRM integrations and more toll-free minutes without a platform change. Dialpad and Nextiva cost less to start and are strong picks for teams that care about AI transcripts or a shared customer inbox. Zoom Phone fits companies already on Zoom Workplace, Microsoft Teams Phone fits Microsoft 365 shops, and Ooma Office and Quo are the simplest options for small offices. GoTo Connect suits multi-site businesses that want paging, intercom and hot desking, and Vonage Business Communications is a per-line option with a first-year discount.
Quick answer
RingCentral RingEX is the best VoIP phone service in 2026 for businesses replacing desk phones with a full cloud phone system, from $20 per user per month billed annually. Dialpad suits teams that want AI call transcripts and summaries on the entry plan at $15 per user per month, and Nextiva suits small teams that also want texting and a shared inbox at $15. Microsoft Teams Phone Standard is the cheapest at $10 per user per month paid yearly, but it needs a Teams license and a calling plan on top.
This list is for owners, office managers and IT leads moving a business off desk phones, a PBX closet or landlines and onto a cloud phone system. We compared documented features and published prices for 9 VoIP services, from all-in-one platforms with video and messaging to simple per-line plans for small offices, and scored each on features, ease of use and value. Prices are the cheapest paid plan in US dollars as shown on the vendor's page on the date we checked. Zoom Phone and GoTo Connect did not show US dollar prices from our location, so their pricing is marked as pending.

Core from $20 per user per month billed annually ($30 monthly); Advanced $25, Ultra $35
Quoted from the RingCentral RingEX pricing page on November 5, 2026:
Core Unify calls, meetings, and chat in an all-in-one, professional app. $20 Price when paid monthly: $30
RingCentral RingEX is the most complete replacement for a traditional office phone system on this list. The Core plan, $20 per user per month billed annually or $30 monthly, includes unlimited domestic calling, on-demand call recording, 100 toll-free minutes, 25 business texts per user and HD video meetings for up to 300 people, with the AI Virtual Assistant included. Advanced at $25 adds CRM integrations, multi-site connections, core reporting and 1,000 toll-free minutes, which matters for businesses with branch offices. Ultra at $35 adds 10,000 toll-free minutes, unlimited storage, device analytics and RingCentral Webinar. The trial lets up to five users test the service with two desk phones, which helps when you are deciding whether to keep handsets. The drawbacks are add-on pricing for the AI Receptionist and a big gap between annual and monthly rates. For a business that wants one vendor for calls, texts and meetings, it is the strongest all-round pick.
Strengths
- +The entry plan covers calling, texting, recording and meetings
- +Clear upgrade path from Core to Advanced and Ultra
- +Free trial includes up to two desktop phones
Drawbacks
- −Monthly billing raises Core from $20 to $30 per user
- −Connecting multiple sites requires the Advanced plan
- −The AI Receptionist costs extra, starting at $39
- Paid tiers
- Core $20, Advanced $25, Ultra $35 per user per month billed annually
- Free trial
- Up to five users and two desktop phones, new subscribers only

Price
Standard from $15 per user per month billed annually; Pro $25; Enterprise on request
Quoted from the Dialpad pricing page on November 5, 2026:
Standard $15 user/month Seamless customer and team communication with unlimited calls
Dialpad Connect is the strongest choice here for teams that want AI on every call without paying extra for it. The Standard plan, listed at $15 per user per month, includes unlimited calls, HD calls and meetings, built-in messaging, real-time transcripts and instant call summaries, so staff can search what was said instead of taking notes. Voicemails are transcribed too, and Dialpad supports local numbers in more than 50 countries, which helps firms with staff or customers abroad. Pro at $25 adds key CRM integrations, 24/7 customer support and management for multiple offices. Enterprise adds SSO, user access controls, unlimited office locations and a 99.9% uptime commitment, but its price is only available from sales. The limits are that support is not round the clock on Standard and that multi-site admin needs Pro. A 14-day trial makes it easy to test before porting numbers.
Strengths
- +AI transcripts and summaries come on the cheapest plan
- +14-day free trial of Dialpad Connect
- +Price matches Nextiva as one of the lowest entry plans here
Drawbacks
- −CRM integrations and 24/7 support start on Pro
- −SSO and unlimited office locations need Enterprise
- −Enterprise pricing is not published
- Paid tiers

NEXT Core from $15 per user per month billed annually ($23 monthly); NEXT Engage $25, NEXT Scale $75
Quoted from the Nextiva pricing page on November 5, 2026:
NEXT Core For small teams $ 15 /user/mo $23 Save 35%
Nextiva treats the business phone as part of a wider customer conversation tool. NEXT Core, $15 per user per month billed annually or $23 monthly, includes unlimited voice and video, 100 business texts per user, team collaboration, skills-based routing, a basic CRM with ticketing, shared team and personal inboxes and a customer flow builder. It also includes 50 AI transcriptions and 50 AI summaries, which is enough to try the features but not to cover a busy team. NEXT Engage at $25 adds live chat and a chatbot, 500 texts per user, 2,000 toll-free inbound minutes, SSO with Okta or Microsoft Entra ID and virtual fax. NEXT Scale at $75 adds unlimited texts and AI, 10,000 toll-free minutes and supervisor monitoring. Nextiva also says it handles the move for you, which helps an office switching off old lines. The trade-off is that useful extras such as fax and toll-free minutes sit one tier up.
Strengths
- +Shared inboxes and a basic CRM come with the $15 plan
- +Skills-based routing is included from the start
- +24/7 customer support on all plans
Drawbacks
- −Monthly billing raises NEXT Core from $15 to $23
- −Toll-free inbound minutes and fax start on NEXT Engage

Zoom Phone is the natural choice for a company that already runs its meetings on Zoom. Calls, meetings and team chat sit in one Zoom Workplace app, so staff do not learn a new tool, and the phone can be bundled with Workplace Pro or Business Plus. The entry Global Select plan gives unlimited calling within one of 48 countries and territories, with metered international calls and an optional add-on for unlimited calling to 19 countries. Zoom lists AI call summaries, voicemail transcripts turned into tasks, Push to Talk, fax from a Zoom Phone number, shared lines, call queues and an auto dialer. For IT teams, it offers PSTN service in more than 49 countries or bring your own carrier, a 99.999% uptime SLA and Local Survivability for failover. Live queue data needs the paid Customer Engagement Pack. Zoom's pricing page showed only zloty from our location, so we could not verify a USD price.
Strengths
- +Familiar app for teams that already meet on Zoom
- +Bring your own carrier option for existing telecom contracts
- +Works with Salesforce, HubSpot and Microsoft Teams
Drawbacks
- −USD prices were not shown from our location

Essentials from $19.95 per user per month, no contract; Pro $24.95, Pro Plus $29.95
Quoted from the Ooma Office pricing page on November 5, 2026:
Essentials $19.95 Per User / Per Month No Contract Necessary
Ooma Office is built for small businesses that want a dependable phone line without a long setup or a contract. Essentials costs $19.95 per user per month with no contract and lists more than 100 standard features, including unlimited calling in the US, Canada, Mexico and Puerto Rico, a virtual receptionist, the mobile app, one free toll-free number and digital fax. That covers the basics an office loses when it drops its landlines. Pro at $24.95 adds the desktop app, up to 250 texts a month, video meetings for 25 people, call recording and enhanced call blocking. Pro Plus at $29.95 adds AI transcriptions and insights, CRM integration, up to 1,000 texts, team chat, hot desking and call queuing. Ooma also sells business phones, which helps offices that want physical handsets. The weak spot is that texting and recording are not in the entry plan, so many teams will end up on Pro.
Strengths
- +No contract on any plan
- +Virtual receptionist and digital fax are in the entry plan
- +A free toll-free number is included
Drawbacks
- −Call recording and texting start on Pro

Starter from $15 per user per month billed annually ($19 monthly); Business $23, Scale from $47 monthly
Quoted from the Quo pricing page on November 5, 2026:
$ 15 Per user/per month Billed annually at $ 180
Quo, from OpenPhone Technologies, is a lightweight business phone that suits small teams who call and text customers from laptops and mobiles. Starter costs $15 per user per month billed annually, or $19 monthly, and includes one new or ported number per user, calling and messaging to US and Canadian numbers, voicemail transcripts, the Quo API and email support. Every plan includes the Sona AI agent with 1,000 free automation credits, which Quo says covers about 10 calls. Business at $23 billed annually adds AI call summaries and transcripts, group calling, custom ring orders, call transfers, phone menus, HubSpot and Salesforce integrations, analytics, automatic call recording and live chat support. Scale adds AI call tags, onboarding and phone support. The limits show for offices replacing a full desk phone system: phone menus and transfers sit on Business, and the service focuses on US and Canadian calling.
Strengths
- +Calls and texts share one simple app
- +AI agent credits included on every plan
- +7-day free trial with a cancellation reminder
Drawbacks
- −Phone menus and call transfers need Business

Teams Phone Standard from $10 per user per month paid yearly; with a US Calling Plan $17
Quoted from the Microsoft Teams Phone pricing page on November 5, 2026:
Microsoft Teams Phone Standard A fully featured cloud-based calling solution native to Teams $10.00 user/month, paid yearly
Microsoft Teams Phone makes sense for organizations that already run on Microsoft 365 and live in Teams. Teams Phone Standard costs $10 per user per month paid yearly and adds a cloud phone system to Teams, with voice and video calls over the PSTN or the internet and call transfers between devices. The catch is that Standard does not include a phone line. You add service through a Microsoft Calling Plan, Operator Connect or Direct Routing, and Microsoft lists Teams Phone with pay-as-you-go calling at $13, with a US domestic Calling Plan at $17 and with domestic and international calling at $34, all per user per month paid yearly. A separate Teams license is also required. Microsoft backs the service with a 99.999% uptime SLA and offers a one-month trial of Standard. Setup is more involved than the small business services here, so it suits companies with an IT admin who already manages Microsoft 365.
Strengths
- +Lowest published entry price on this list
- +Calls sit in the Teams app staff already use
- +Several ways to connect phone service, including your own carrier
Drawbacks
- −A separate Microsoft Teams license is required
- −Standard has no calling plan; domestic calling is $17
- −Setup involves more admin work than the small business options
- Plans
- Standard $10, with pay-as-you-go calling $13, with US Calling Plan $17, with domestic and international calling $34 per user per month paid yearly
- Requirement
- A separate license for Microsoft Teams
- Free trial
- One month for Teams Phone Standard

GoTo Connect is a good fit for businesses that rely on traditional desk phone features and want them in the cloud. Every plan lists unlimited auto attendants, recorded greetings, customizable dial plans and ring groups, plus hot desking, E911, a virtual fax manager, voicemail to email, paging, intercom, call recording and multi-site support. Plans include 1,000 shared toll-free minutes, international calling to more than 50 countries and video meetings for up to 250 people, and GoTo offers 24/7 support on all of them. The Customer Experience plan adds WhatsApp, social, web chat, SMS campaigns, a team inbox and an attendant console, and CX Complete bundles the AI Receptionist with 100 credits. Our concern is pricing transparency: from our location the pricing page asked us to contact sales, and AI call summaries and transcripts are add-ons on the lower plans. Check the US price list before comparing it with the others.
Strengths
- +Keeps classic desk phone features such as paging and intercom
- +Unlimited call routing building blocks on every plan
- +24/7 support on every GoTo Connect plan
Drawbacks
- −Prices were only available through sales from our location
- −AI call summaries and transcripts are add-ons on some plans

Quoted from the Vonage Business Communications pricing page on November 5, 2026:
$19.99 SAVE 30% $13.99 per month/per line plus taxes & fees
Vonage Business Communications sells business phone service per line, with a 12-month promotion that cuts each plan by 30%. Mobile is listed at $19.99 per line per month, or $13.99 during the promotion, plus taxes and fees, and covers the desktop and mobile apps, unlimited domestic calling, SMS and MMS, voicemail, number porting and a virtual receptionist. For this list's audience the key detail is that desk phone support starts on Premium, at $29.99 or $20.99 during the promotion, which also adds team messaging, video meetings for up to 200 people, the VBC App Center with more than 20 integrations and single sign-on. Advanced at $39.99 adds on-demand call recording for 15 hours a month, visual voicemail with transcription and call groups. Vonage is a familiar name with phone and chat support, but once the promotion ends the per-line prices are higher than most rivals here, and taxes and fees are extra.
Strengths

- +Virtual receptionist and number porting on every plan
- +Single sign-on from the Premium plan
Drawbacks
- −The Mobile plan does not support desk phones

- Integrations
- 20+ through the VBC App Center on Premium

What to check before you buy
Count lines, not just people
Most services price per user, but a cloud phone system also has to cover shared phones in lobbies, warehouses and conference rooms. Check whether common-area phones need a full license, how many numbers come with each seat and what extra local or toll-free numbers cost. RingCentral lists additional local or toll-free numbers at $4.99 per month.
Decide what happens to your desk phones
Some plans are built for apps only. Vonage's Mobile plan runs on the desktop and mobile apps, and desk phone support starts on Premium. RingCentral, Ooma, GoTo Connect and Zoom Phone all support physical handsets, so you can keep compatible phones or buy new ones while staff move to softphones over time.
Check calling and texting limits
Unlimited calling usually means domestic calls only. Ooma Office covers the US, Canada, Mexico and Puerto Rico, Quo covers US and Canadian numbers, and Zoom's Global Select plan covers one of 48 countries. Business texting is often capped per user, for example 25 texts on RingCentral Core and 100 on Nextiva NEXT Core, so compare the limits with how your team works.
Plan the number port before you cancel
Keeping your main number is usually the most important part of the switch. Every service here supports porting existing numbers, but the old carrier must release them, so start the port before you cancel the old line and keep the old service running until calls arrive on the new system.
Price the AI features you will actually use
Call transcripts, summaries and AI receptionists are now common, but they sit on different plans. Dialpad includes transcripts and call summaries on Standard, Quo adds AI summaries on Business, Ooma adds AI transcriptions on Pro Plus, and RingCentral sells its AI Receptionist as an add-on from $39. Nextiva charges $1.50 per XBert AI conversation.
Common questions
- What is a VoIP phone service?
- It is a business phone system that carries calls over the internet instead of copper lines or an on-site PBX. Staff answer calls on desk phones, a desktop app or a mobile app, and the provider hosts call routing, voicemail and numbers in the cloud.
- How much does a VoIP phone service cost?
- Verified entry prices on this list start at $10 per user per month for Microsoft Teams Phone Standard, which needs a Teams license and a calling plan on top. Dialpad, Nextiva and Quo start at $15 billed annually, Ooma Office at $19.95 with no contract and RingCentral RingEX at $20 billed annually.
- Can I keep my existing business phone number?
- Yes. Every service on this list supports porting existing numbers. Start the port before you cancel your old line and keep the old service active until calls ring on the new system.
- Can I keep my desk phones?
- Often, if they are compatible IP phones. RingCentral, Ooma, GoTo Connect and Zoom Phone support physical handsets, and Vonage supports desk phones from its Premium plan. Older analog phones usually need an adapter or replacement, so check the vendor's device list.
- Which VoIP service is best for a very small business?
- Ooma Office and Quo are the simplest options. Ooma Office starts at $19.95 per user per month with no contract and includes a virtual receptionist, and Quo starts at $15 per user per month billed annually for shared calling and texting.
- How did you rank these services?
- We compared documented features and published prices on each vendor's site and scored every service on features, ease of use and value. The overall score is a weighted average: features 35%, ease of use 35% and value 30%.
